Scope
A mature offshore pipeline system required a structured and consistent approach to integrity management to support ongoing safe operation. The operator needed a clear risk-based methodology that aligned with regulatory requirements and internal operating risk frameworks while providing a robust basis for inspection planning and long-term integrity decision making.
Jee was engaged to develop a comprehensive pipelines risk-based assessment methodology which was then used to complete asset specific assessments and a develop a written scheme of examination to guide inspection and maintenance activities.
The solution
Jee developed a structured risk-based assessment process covering the full lifecycle of pipeline integrity management. The methodology defined clear stages including asset organisation and segmentation, data gathering, threat validation, condition assessment and formal risk evaluation.
Threats were systematically identified and validated using recognised industry guidance and operational experience. Probability and consequence of failure were assessed through a facilitated workshop process to ensure alignment with operational knowledge and risk ownership. The methodology incorporated clear roles and responsibilities to support governance and peer review, alongside a defined method for consistent application across the pipeline system.
The risk-based assessment methodology was used to assess each pipeline segment on a threat-by-threat basis leading to clear risk rankings and defined integrity management actions. Outputs from the assessment were used to develop a written scheme of examination that specified inspection techniques, coverage and intervals based on assessed risk and remaining life.
The approach enabled inspection frequencies to be justified, optimised and aligned where appropriate while maintaining confidence in integrity. The methodology also provided a framework for ongoing review ensuring that inspection results, operational changes and new information could be readily incorporated.
Outcome
The project delivered a robust risk-based inspection framework that supports regulatory compliance and informed integrity management decision making. The pipeline system now benefits from a clear link between risk assessment, inspection planning and maintenance activities ensuring that resources are utilised where they deliver the greatest integrity benefit.
The work demonstrates Jee's capability to deliver end-to-end pipeline integrity frameworks, from methodology development through to asset-specific application.
